GSTR-9 is the annual GST return that consolidates a full financial year's worth of monthly or quarterly GSTR-1 and GSTR-3B filings into one comprehensive statement. It requires reporting total outward and inward supplies, tax paid, ITC claimed and reversed, and any amendments made during the year, essentially reconciling everything filed month by month against the year as a whole. Since Notification No. 15/2025-Central Tax (17 September 2025), taxpayers with aggregate annual turnover up to ₹2 crore are permanently exempt from filing GSTR-9, replacing the earlier system of separate exemption notifications issued year by year. A related form, GSTR-9C, is a reconciliation statement (a self-certified reconciliation between the annual return and the audited financial statements) required only for taxpayers above ₹5 crore turnover. Filing GSTR-9 accurately requires the whole year's GSTR-1/GSTR-3B data to already be consistent, which is why year-round reconciliation discipline makes the annual return significantly easier than trying to reconcile twelve months of data all at once in March.

Example: A business with ₹3 crore annual turnover must file GSTR-9, consolidating all 12 months of its GSTR-1 and GSTR-3B filings, plus reconcile any discrepancies found between them, into one annual statement.
